Open Question: Some Filipinos not saying "Thank you" after receiving gift/money.?

I have noticed this so many times. You buy a gift and give it to a person and there is no 'thank you'. Even once I came to a house of a lawyer and brought gifts and he just took them and sat silent. No 'Thank you"( no " Salamat"). I have noticed the same with Thailand, by the way. My Japanese friend has noticed the same - some people just do not say thank you. So, it is not an " Asian" thing.
